Description:
- Initial package for PostgreSQL ELS closed repository
- Pin $releasever to the EL major version in the repo file via %post to avoid
HTTP 404 on hosts where $releasever resolves to e.g. 7.9 or 9Workstation
- Set module_hotfixes=1 so EL8 modular filtering can never hide the repo's
packages (inert on el7/el9)
- Add %check unit tests (test_post.sh) for the %post scriptlet and repo file
